Quick Rules

The game takes place over 4 years, where during the project phase each player:

• Presents and supports projects
• Allocates funds to projects or seeks to take power
• Has the opportunity to gain a portion of project funds
• Participates in deals and negotiations
• Invests in prestigious property

After the project phase comes the budget, tax, property, and holiday phases. Players who contributed to successful projects can take advantage of the opportunity to divert some funds for themselves. But be careful – if the city budget runs dry, a corruption scandal erupts and the wealthiest players are eliminated from the game!
